 Patrol Division

The Patrol Division of the Police Department is primarily manned by patrol officers to perform the police function in an efficient and effective manner.  Patrol is the primary law enforcement function, but involves more than the act of patrolling.  The officers of the Patrol Division engage in a wide range of services including, but not limited to, crime prevention, arresting offenders, responding to emergency medical situations, traffic control and direction.

The Patrol Division is commanded by a captain and is divided into four sections.  Each section has a lieutenant and three sergeants.  Patrol officers are placed under the direct control of a sergeant and are allocated based upon workload and the needs of the community.

 Traffic

The Township of Parsippany’s Police Department's Traffic Enforcement section is comprised of a Sergeant and four patrol officers. The main goal of the Traffic Enforcement Section is to help reduce the number of motor vehicle and pedestrian accidents and make the Township of Parsippany’s roads and highways safer. This is primarily accomplished by education and enforcement of the Vehicle and Traffic laws of the State of New Jersey and the Township of Parsippany-Troy Hills.

Citizen Complaints:
Many traffic related complaints are directly handled by the Traffic Enforcement Section. The most popular complaint is that of speeding vehicles, followed by motorists failing to stop for stop signs. This is addressed by assigning an officer to monitor these areas and issue summonses for appropriate violations. With the ever increasing requests for this type of enforcement, Traffic Officers must evaluate these requests and address the problems by priority. Traffic complaints are often addressed by the use of RADAR as well as the enforcement of the Vehicle and Traffic laws of the State of New Jersey.

 Bicycle Patrol

With a donation of ten police bicycles, the Parsippany Police Department launched its Bicycle Patrol Unit for the celebration of Parsippany Day on September 21, 2008. The Fuji Police bicycles were donated by Randy and Barbara Frankel of Montville. Randy Frankel, who is a part owner of the Tampa Bay Rays and owner of the Montville Inn, grew up in Parsippany and has in the past made donations to assist other local programs. Mr. Frankel’s donation to the Police Department comes with a genuine concern and the desire to facilitate the Police Department’s effort to provide quality service for the residents of Parsippany. The Bicycle Patrol will be utilized to reach those areas within the township that are not accessible to a motorized patrol unit, thereby addressing a wide range of issues, including graffiti and consumption of alcoholic beverages in the township parks where loitering after sundown is a municipal ordinance violation. The Bicycle Patrol will be utilized to carry out a myriad of assignments between April 1st and October 31st. These assignments include proactive patrols aimed at improving quality of life issues such as graffiti, violations in township parks, criminal mischief and drug and alcohol related offenses. The unit will carry out these community policing assignments throughout the township in addition to providing patrol coverage for educational appearences and community events.
